This object can auto-adjust the rendering frame rate of a game.

It can call a function to render the next frame of a game at a rate that can automatically adjust according to the average of time that the last 10 times game frame updates took.

The object can enforce a limit of frame rate updates, as well pause and the resume the game rendering.
